New MOBility solutions for clImate neutraLity in EU cITIES

MOBILITIES aims at demonstrating that innovative passenger mobility and freight transport concepts designed and implemented following participative and user-center principles are cost-effective and feasible solutions to contribute significantly to the cities’ transformation towards climate-neutrality, allowing to speed up the process even to reach SCOPE 2 emissions reduction in 2030. Madrid (Spain) and Dresden (Germany) will implement 11 pilots comprising 27 very innovative solutions for mobility of people and freight, exploiting the combined potential of electrification, automation and connectivity, from the design to the implementation and evaluation stages acting as Lead Cities (LC). Both cities also ambition to act as pioneers of this process, taking advantage of multiple
already existing initiates of social engagement and empowerment that will be integrated in the idea of Urban Transport Labs (UTLabs), conceived as Innovation Hubs with the aim of fostering faster upscaling and replicability at EU level, making 5 Replication Cities (Ioaninna–Greece, Trencin–Slovakia, Espoo-Finland, Gdansk-Poland and Sarajevo-Bosnia&Herzegovina) through their own UT-Labs direct participants of the processes and later on main protagonists of their own designs.

The “Madrid 360 Sustainable Mobility Plan” (2022-2030), which was approved in June 2022, is the planning instrument that determines Madrid City Council's sustainable mobility policies for the coming years. The main objective of Madrid 360 is to reduce air pollution and improve the quality of life for residents through a series of measures focused on sustainable mobility, energy, and waste management. The plan includes the following initiatives related to sustainable mobility: (1) low-emission zone expansion, (2) increase the number of buses, improve bus frequency and reliability, and create new bus lanes, (3) Pedestrian and cycling infrastructure, (4) Electric vehicle promotion, (5) Car sharing and (6) Freight distribution.
The city of Dresden has implemented a sustainable mobility plan called "Mobility in Dresden 2030". The plan was launched in 2017 and is designed to make the city's transport system more sustainable, efficient, and accessible. The main goals of the plan include reducing traffic congestion, improving air quality, and increasing the use of sustainable modes of transportation. Here are some of the key initiatives included in the Mobility in Dresden 2030 plan: (1) Public transportation, expansion of the city's tram and bus networks, (2) Cycling infrastructure, (3) Pedestrianfriendly city center, (4) Electric vehicles: increase the number of electric vehicles on the road, with more charging stations and incentives, (5) Traffic management, (6) Car sharing.
In that context, the lead cities (LC), working together, have decided to launch a very ambitious set of pilots (5 in Madrid and 6 in Dresden) to speed up the deployment of their sustainable mobility plans, prioritizing the co-design and implementation of innovative solutions for mobility of people and freight, exploiting the combined potential of electrification, automation and connectivity with the aim to be pioneers at EU level in climate neutrality and zero pollution by 2030, acting as experimentation and innovation hubs to help all EU cities to follow suit by 2050.
Moreover, cities of Trençin (Slovakia), Ioaninna (Greece), Sarajevo (Bosnia y Herzegovina), Espoo (Finland) and Gdanks (Poland) have expressed their commitment to work together with Madrid and Dresden acting as replication cities (RC), supporting and sharing the accelerated process of decarbonisation (2030) while pave the way to achieve the same targets in a longer term (2050).

Madrid has selected as main scenario the area of Mercamobilities_1.jpgmadrid, the largest market in Spain and one of the busiest in Europe that employs 8,000 people. Located inside the city, regarding mobility, its main need is the development of efficient mobility solutions for people and goods, to avoid the current traffic congestion. EMT charging points nearby and EMT Entrevías bus depot (1Km from Mercamadrid) complement the pilot locations.

mobilities_2.jpgDresden will implement its pilots in a very emblematic and touristic area within a bow of Elbe river (Ostra area). This area comprises most of Dresden sports facilities and Dresden Messe (Dresden Fair and Congress centers). The most important need of this zone is chaotic parking situations during sport events and congresses/fairs.
